Persons with disabilities suffer disproportionally in all types of public emergencies, and public health emergencies are no exception. Around the world, the COVID-19 pandemic has directly or indirectly paralysed essential medical, rehabilitative and other support services, leaving many persons with disabilities in desperate situations.
The aim of the project is to develop an empirically informed and theoretically supported policy framework for the Hong Kong government to accommodate the needs of persons with disabilities in public health emergencies.

當社會出現危機(包括緊急公共衛生事件)時,受障者所受到的影響往往比其他人嚴重。在世界各地,2019 冠狀病毒大流行(COVID-19)令基本醫療、復康和其他支援服務受阻,使許多受障者陷入困境。
本研究旨在為香港政府制定一個以實證和理論為基礎的政策框架,保障受障者在緊急公共衛生事件中的權利及照顧他們的需要。

Dr CHOW, Pok Yin Stephenson

Dr Chow’s research explores new contours in international law and international human rights law that seek to make possible the accommodation of diversity in an increasingly globalised world. His research touches on themes such as cultural rights and multiculturalism, discrimination, ethnic conflicts, the rights of persons with disabilities and the use of treaty reservations. He published extensively in leading journals and his work was cited by international agencies and human rights bodies including the European Parliament and the Equality and Human Rights Commission (UK). In 2017, he was awarded the International and Comparative Law Quarterly’s (ICLQ) Young Scholar Prize. Prior to joining academia, Dr Chow worked in various human rights NGOs and public bodies.
周博硏博士的研究主要圍繞國際法和國際人權法當中有關包容和多元的議題,其中包括受障者權利、歧視、文化權 利和多元文化主義、及種族衝突等。他在不同的國際期刊中發表文章,其研究被歐州議會和英國平等與人權委員會 等機構引用。在2017年,周博士獲得國際期刊 International and Comparative Law Quarterly頒發年度青年學者獎。在加入學術界之前,他曾在不同非政府組織和 公共機構工作。

Dr Chow’s current research interests lie in the main areas in integrating narrative practice to open new knowledge in holistic health, adopt an unbiased and scientific approach to research on life adversities and wisdom, self-help and mutual-aid, spirituality and recovery, resilience and culture in social gerontology. Dr Chow's academic research appear in both Social Sciences Citation Index (SSCI), SAGE and Routledge journals.
周博士目前的研究主要集中於如何利用敘事方法改善健康、在生活逆境中培養智慧的方法、自助和互助、靈性和恢復、心理韌性和社會老年學。 她的學術文章多次刊登在社會科學引文索引 (SSCI)、SAGE 和 Routledge的國際期刊中。

Prof. Wachara RIEWPAIBOON
Mahidol University is an university dedicated to the education of persons with disabilities. Professor Riewpaiboon, who is the Dean of Ratchasuda College, is also a rehabilitative medicine specialist and expert on the rights of persons with disabilities in Thailand.
瑪希隆大學是一所致力於受障者教育的學院。 Riewpaiboon 教授是瑪希隆大學Ratchasuda College的院長,她同時也是泰國的康復醫學和受障者權利專家。

Mr Oh-yong Kweon is a lawyer and Secretary General (Founder) of the Korean Alliance for Mobilizing Inclusion. Mr Kweon specialises in deinstitutionalisation of persons with psychosocial disabilities in Korea.
Oh-yong Kweon 先生是韓國Korean Alliance for Mobilizing Inclusion的秘書長和創辦人, 他同時是一位律師。 他於韓國致力倡議去機構化(deinstitutionalisation), 推動心社受障者在社區生活。

Dr LEUNG, Po Yee Becky
梁寶怡博士

Dr Leung's research interests focus primarily on the courtroom experiences and stigma of individuals with psychosocial disabilities. Her work have been published in international academic journals. In 2019, Dr Leung was awarded as a Fulbright Scholar. After returning to Hong Kong, she devoted herself to teaching and research.
梁寶怡博士的研究主要與心社受障者和刑事司法系統有關。 她的研究圍繞心社受障者的污名化以及他們在刑事司法系統的經歷和權利。 梁博士曾於不同的學術期刊發表文章。2019年,她獲得美國富布萊特學人獎,前往美國深造。回港後致力從事教研工作。
